RESOLUTION TO APPROVE CROSS BOUNDARY GUIDING PRINCIPLES
LHIN CEO VIDEOCONFERENCE
JUNE 3, 2010
BE IT RESOLVED THAT:
“The LHIN CEOs approve the following Cross Boundary Guiding Principles per the Inter-LHIN Working Group Report on Community Support Services (CSS) Cross Boundary Issues:
1. LHINs and health service providers have a shared responsibility to respond to changing health needs as a result of demographics, population health, evidence, standards, and models of practice.
2. Accountability follows funding. This means that, as per the Transfer Payment Accountability (TPA) directive from MOHLTC, a health service provider will have direct accountability with the LHIN providing the funds for particular services.
3. Successful services and relationships between cross-LHIN health service providers will not be disrupted solely due to LHIN geographic boundaries.
4. Health care consumers/clients in one LHIN will not be disadvantaged if they are served by a health service provider funded by another LHIN.
5. Funding decisions will be based on the value and benefits to the consumers/clients and the achievability of the proposed deliverables; not whether the value and benefits will be realized within a LHIN geography. Therefore, LHINs will facilitate the flow of funds to the most appropriate health service provider.
